Instructions

1. Go to Biggoron.
2. Open up any menu (Items screen, Map, Save screen or using Gale seeds)
3. Go out of the menu (If you use a Gale seed, press B and then "go back")

Result

Biggoron's speech animation will be activated. His lips will be moving, but he won't be saying anything.
