Actors, in the context of Legend of Zelda: Ocarina of Time, basically refer to any objects that do something. Enemies and NPCs are examples of actors, but so are signs, and Link himself.

Let's compare this to terrain. Terrain is the fixed parts of a map. Terrain doesn't do anything, it's just there. Actors can do things with terrain, but the terrain itself does nothing. Terrain includes the ground, the sky(box), and most walls.

Based on those two descriptions, you may think that trees, for example, are terrain, but in fact they are actors -- they do things: they shake (respond) to Link when he rolls into them. Signs, too, are actors, because they do things as well (many of them can be damaged or destroyed).

Glitches that affect actors

If you find yourself unsure whether something is an actor or terrain, here are a few useful tips.

  • The Poe Link glitch allows Link to move through most -- probably all -- actors.
  • The (very dangerous!) Crooked Cartridge trick allows Link to move through most -- probably all -- actors, though it's far more dangerous than the Poe Link glitch.
  • The Disappearing Gerudos glitch removes all actors from Gerudo's Fortress.
  • The Riding in the Sky glitch involves bypassing a loading point, allowing you to view Gerudo's Fortress (or their archery range) without any actors (and with untextured terrain).
  • The Zombie Link glitch freezes all actors, preventing you from interacting with them.

What are these objects?

Even with the clarification those glitches offer, it can still be difficult to determine whether some objects are actors or some other class of object, different from both actors and terrain. The status of these objects is unclear:

  • Items, when Link pulls them out. Things like the Ocarina, Boomerang, Fishing Rod, Megaton Hammer, Master Sword, etc.
  • Link himself. He doesn't seem to be affected by many actor-freezing glitches.
  • Projectiles, like arrows, Deku Seeds, and those seeds that Octoroks fire out of their mouths.
  • Doors.
  • Those holes in the ground that lead to small underground caverns.
  • Ladders/Vines.
  • Explosions, fireballs, and effects.
  • Bombchus.
  • Bombs.
  • Dropped items (magic pots, Deku seeds, arrows -- things you'd find by breaking pots/crates/grass).
  • Navi.
  • Items (in shops; when received by Link).
  • Fake walls (the kind that the Lens of Truth sees through).
  • Loading points.
  • The Great Deku Tree
  • The ice in Zora's Domain
  • The ice blocking the Lake Hylia entrance to Zora's Domain
  • The blades of the windmill in Kakariko Village

These objects are definitely actors.
