Instructions

1. Enter the room that Kafei is staying in behind the Curiosity shop while he is still in there (you'll need to do the first part of the Kafei/Anju quest).
2. Climb halfway up the first set of stairs.
3. Do the Peeking Link glitch on the left wall.
4. You should now be able to see Kafei through the wall, move the camera around until Tatl's blue arrow appears above his head then press Z to lock onto him.
5. Press A to speak to him.

Result

If you haven't yet talked to him the cinema of him giving you his necklace will start, and Link will be teleported in front of Kafei. If you have already talked to him the conversation will take place with two walls between you and Kafei.
