Requirements

• You can't have given Zelda's Letter to the guard in Kakariko Village.

Instructions

1. Go to the Graveyard.
2. Open the grave near Dampe's House, the one with green plants in front of it.
3. Get and equip the Hylian Shield.
4. Give the letter to the guard.

Alternatively, instead of doing the first three steps as written, you could simply buy the Hylian Shield from the Bazaar for the full 80 Rupee price, then return to Kakariko Village and do step 4 as normal.

Result

The guard will tell you that you must have a proper shield, even when you already have one.

Explaination

The guard's reaction is probably due to a programmers' assumption that the player wouldn't have obtained a Hylian Shield upon the guard being shown Zelda's Letter. As such, the guard's dialogue is written only one way, to assume the player has only the Deku Shield when in fact they could have the Hylian Shield as well.
