Here's a good example of the setup you'll need.

The glitch in effect: the glowing disc of light (which normally indicates hovering) is still there.

Instructions

1. Find a crate or an elevated area near a ladder.
2. Climb onto the elevated area and equip the Hover Boots.
3. Run off towards the ladder, reaching it before the hover wears off.

Result

Link will grab onto the ladder and start climbing, but the glowing disc of light that stays under his feet won't fade away; as long as you are on the ladder the effect will last.
