Instructions

1. Play through the game until you got the Kokiri's Emerald and left the Forest.
2. Go to Gerudo's Valley and use the Gerudo Child II glitch to get behind the fence.
3. Perform the Mountain Gerudo glitch to get to the Haunted Wasteland.
4. Cross the Haunted Wasteland as a child. Once in the Desert Colossus, enter the Spirit Temple.
5. Play normally through the child part of the Spirit Temple. You'll get some Bombchus and the Silver Gauntlets on the way.
6. Now go to Dodongo's Cavern and play through it without getting the Bomb Bag by using your Bombchus.
7. Now the Bombchu Alley should be open for business, enter it and win the Large Bomb Bag.
8. Play through Jabu Jabu's Belly and travel forwards in time. When you become an adult, you should have 30 Bombs on C-Down, even though they don't appear on the Item Subscreen.
9. Now go back to Dodongo's Cavern and get the Bomb Bag.

Result

The Bomb Bag will appear in your item subscreen and replace the Bombchus. You can now equip it to a C button and use it, it acts like Eye Drops. You can even show the Bomb Bag to Biggoron when his eyes are in pain and it will work just like the real Eye Drops.
