Instructions

1. Go to Lon-Lon Ranch.
2. Talk to Ingo/Malon and choose to ride a horse (and do the obstacle course, if applicable).
3. Once you start, find one of the fences that is about the same height as Link. Line your horse up with it so that you are parallel with it and facing it's end.
4. Back off a good distance, then charge the end of the fence while button-mashing A to speed up.

Result

If you picked up sufficient speed and were aligned correctly with the fence your horse will leap up onto it. You are now on your horse on top of the fence. Turn the horse sideways and you'll be able to get off and stand on top of the fence. You can get the horse off of the fence with lots of turning and whipping. You can also get on top of the smaller fences in Hyrule Field using the same method, but it is much more difficult.
