Instructions

1. As Swordless Link, go to either Hyrule Field, Lake Hylia or Gerudo Valley.
2. Call and mount Epona, and take her to a piece of land which is right next to some water.
3. Use the Ocarina or Deku Nuts to dismount Epona, and then equip the Iron boots.
4. Walk into the water until Link is completely submerged.
5. Press the "A" button. Link will teleport underneath Epona and begin to mount her.
6. Before he finishes mounting her, press Start and equip the Kokiri Boots. Unpause.

Result

Link will be swimming in water underneath the ground.
