Instructions

1. As Deku Link, use the flower in South Clocktown (You'll need to have given the Deku Merchant the Moon's Tear first) to launch yourself into the air.
2. Once you sink down enough fly into the very top of the nearby passage leading to West Clock Town.

Result

As you enter the passage, you'll go past the black area and see sky beyond, only to drop shortly thereafter and enter West Clocktown.
