Instructions

1. Enter the Milk bar during business hours.
2. Talk to Toto (the Zora) and he'll ask you to play various pieces on your instruments. Do so, but make sure that normal Link plays last.
3. You'll now receive the Circus Leader's mask from Gorman.

Result

Once you get the mask you'll be running as fast as you would with the Bunny Hood on, but you don't have it on. If you put it on you'll run even faster. If you exit the Milk bar the effect is gone.
