Instructions

1. Enter the Milk bar during business hours.
2. Talk to Toto (the Zora) and he'll ask you to play various pieces on your instruments. Do so, but make sure that Deku Link plays last.
3. You'll now receive the Circus Leader's mask from Gorman.

Result

Once you get the mask Deku Link will walk very slowly, if you leave the Milk bar the effect is gone.
