Instructions

1. Go to the area on top of the Milk Bar.
2. From here jump across the exit to Termina Field to the platform on the other side (screenshot 1).
3. Use the things sticking out of the wall above Honey and Darling's gaming center to get onto the area above the shooting Gallery (screenshot 2).
4. Make your way around behind the Shooting Gallery's sign, you'll find a walled in area with a chest containing a silver rupee.
5. Part of this area, near the stairs leading to South Clocktown, is not walled, go there (screenshot 3).
6. Take a running jump off from here and aim to make it as far down the stairs as possible.

Result

Provided you jump far enough, (it doesn't have to be far) as the screen fades to white Link will begin to run as he falls and will go straight through the stairs. You'll be loaded into South Clocktown as normal.

Similarly, this can be down from the other side. In South Clocktown there is a chest up on a platform near these stairs, use the Hookshot to get up there then take a running jump at the stairs, the same thing as above happens.
