Instructions

1. Go to the Great Bay Temple.
2. Find a door somewhere in the Temple that you have to press A to open and go through (not the one right at the very start of the temple though).
3. Go through the door.
4. Go back to the room where the two switches that control the direction of the waterwheel are, do not use the Song of Soaring to get here, if you do you'll have to go through the door at the beginning of the temple, which you don't want to do.
5. Once back in this room turn both switches off so that the water wheel is stopped.
6. Put on the Goron mask.
7. Jump into the water.

Result

You'll be taken to the last door you went through, which if you followed the steps will be somewhere in the inner part of the temple. Make your way to the main room, to see that the water there is still moving although the wheel has stopped.
